On 22 September 2021, the Shandong Provincial Emergency Management Department issued the "Province's Hazardous Chemicals Safety Production Informatization Construction and Application Work Program (2021-2022)", which requires the promotion and application of the dual prevention mechanism information system for safety production, the information management and video surveillance system for the whole process of special operation, the intelligent video surveillance system, the informatization technology of the whole elements of enterprise safety production management, and the intelligent video surveillance system for gas stations.

On 28 December 2021, six ministries and commissions jointly issued the "Chemical Industry Park Construction Standards and Recognition Management Measures (for Trial Implementation)", which stipulates that chemical industry parks should set up access control systems and video surveillance systems, and carry out overall supervision of the entry and exit of flammable and explosive, toxic and hazardous chemicals and other materials, personnel and vehicles; they should set up safe production monitoring and control and risk early warning systems, and the relevant data should be linked to local monitoring and early warning systems.
